Pin down what this metric actually means
When two teams report different numbers for the same thing and both are right.
Write a precise definition for the metric below. Specify: the exact population counted, inclusion and exclusion rules, the date field it hangs on, how partial periods are handled, how it treats reopened or amended records, and what makes it move that should not. Then list the three most likely ways two people would compute it differently, and pick one as canonical with a reason. Metric:
