Produce:
1. **Decided**: what has actually been agreed, with who agreed and when.
2. **Open**: what is still undecided, phrased as questions with the options on the table.
3. **Blocked on**: the specific person and the specific thing needed from them.
4. **Actions**: owner, task, date. One line each.
5. **Dropped**: raised and never resolved, which are usually the expensive ones.

Then draft a short message I can send to the thread confirming the above, worded so that silence counts as agreement.

Do not treat the loudest participant as the decision maker, and do not manufacture consensus that is not there. If the thread never reached a decision, make that the headline.
